This consultation was carried out between 22nd June 2016 and 31st July 2016. In order to ensure that parents and carers were able to understand and make their views known about the proposal for change, we produced a separate consultation document entitled ‘Parent Carer consultation: Change to Outreach Services for Children and Young People with Autism Spectrum Disorder (ASD) and Speech, Language & Communication Needs (SLCN)’.

The Local Authority has considered all feedback, comments, suggestions and questions and an analysis of the responses is attached here.

The Local Authority proposes to go ahead with the initial proposal as detailed in the public consultation, with the amendment that the proposal will take affect from January 2018 to allow enough time for a strong transition program for children and families already receiving the outreach service.



Outreach support for children with special educational needs and disabilities has been provided by a number of schools on behalf of the Local Authority for many years; these arrangements have ben managed through Service Level Agreements (SLAs).

In order to address some identified concerns in relation to consistent service offer and equality of access across the county, we are seeking the views of all key stakeholders across East Sussex for the proposal to create a centralised Autism Spectrum Disorder (ASD) and Speech, Language & Communication Needs (SLCN) offer through the ISEND Communication, Learning and Autism Support Service (CLASS).

What Happens Next

Following consultation final proposals will be circulated to providers in September 2016.  If agreed, the new service offer will come into effect in Term 5 2017
