As part of ongoing improvements in Phase 2b of the Eastbourne Town Centre Movement and Access package - a joint project between East Sussex County Council (ESCC) and Eastbourne Borough Council (EBC) - a public consultation will be held after construction is finished. This consultation will focus on getting feedback about the proposed operational vehicle timings that have been introduced under the Experimental Traffic Regulation Order (ETRO) on Terminus Road and Victoria Place.   

The introduction of Prohibition of Vehicles and Prohibition of Loading and Unloading between the restricted hours of 09:30am-23:00pm will alleviate traffic flow and will allow the area on Terminus Road to be fully pedestrianised whilst also allowing emergency vehicles to pass through the area as and when required.

The ETRO  will enable the County Council to monitor the operation of the vehicular access restrictions through out the timings proposed, to assess if they are working effectively. The Council would make appropriate modifications if required.

Why your views matter

We want to hear your views on the experimental restrictions and whether you support them or have any reason for them to be amended or not being made permanent.

If you do or do not agree with the experimental restrictions being continued, you can make a representation. For your representation to be fully considered you must make it in writing and you will need to:

  • explain the reasons, 
  • ensure it is received during the 6-month consultation period and no later than 13 August 2026.

An ETRO is a legal document which imposes traffic and parking restrictions such as road closures, timings and weight restrictions. ETRO’s enable the implementation of changes to be enforced whilst a consultation is live. 

The following proposed ETRO restrictions will be implemented on a trial basis for a period of six months:   

  • Prohibition of Vehicles and Prohibition of Loading and Unloading on Terminus Road, between Seaside Road and Burlington Road between the hours of 09:30am and 23:00pm. Removeable bollards will be in place to support these arrangements.  
  • Introduction of road signs to the Terminus Road entrance from Seaside Road.  

After the closing date of 13 August 2026, we will assess all responses.

All representations received, either in support of or objecting to the experimental restrictions being continued will be carefully considered. If it is considered successful, the County Council would make the ETRO permanent (subject to any objections being received during the initial 6-month consultation period (ending 13 August 2026)), or any subsequent 6-month consultation period within a maximum period of 18 months.

If there are any unresolved objections, we will include them in a report to be presented to Planning Committee.

Anyone who makes a representation may speak at the Planning Committee meeting. We will write to you closer to the time to advise of the meeting date and time. The Planning Committee will consider all objections and will then decide whether to consult on an alternative option of timings for the restrictions proposed or to make it permanent.
