Eastbourne Phase 2b Experimental Traffic Regulation Order (ETRO)

ETRO Amendment as of 31 July 2026

As part of Phase 2b of the Eastbourne Town Centre Movement and Access Package, we are updating the Experimental Traffic Regulation Order (ETRO) covering:

• Terminus Road - Victoria Place (between Grand Parade and Seaside Road/ Trinity Trees)

Following monitoring and feedback from residents, businesses and other stakeholders, changes are being proposed to the permitted times for vehicle access in these areas.

The proposed amendments aim to support the operation of the town centre while continuing to improve accessibility, safety and the public environment.

About the Experimental Traffic Regulation Order (ETRO)

An Experimental Traffic Regulation Order (ETRO) is a legal order that allows changes to traffic restrictions, such as road closures, vehicle access times, loading restrictions and parking controls, to be introduced on a trial basis. This enables the changes to be monitored and enforced while the public consultation is taking place.

Proposed Amendment

Following an initial six-month trial period and feedback from stakeholders, an amendment is being made to the permitted timings for vehicular access on Terminus Road - Victoria Place (between Grand Parade and Seaside Road/ Trinity Trees).

The loading and unloading restriction will change from:

No Loading and Unloading between 9:30am and 11:00pm

to:

No Loading and Unloading between 10:00am and 6:00am

The amended restrictions will be introduced on a trial basis for a further six months. During this period, East Sussex County Council will continue to monitor how the restrictions operate and assess their suitability before deciding whether they should become permanent.

The consultation will run from 31 July 2026 to 31 January 2027.

Why your views matter

We want to hear your views on the experimental restrictions and whether you support them or have any reason for them to be amended or not being made permanent.

The extent of the restrictions are shown in the plan in the 'Related documents' section at the bottom of this page.

Please take the time to look at this carefully and tell us your views by completing the survey.

If you do or do not agree with the experimental restrictions being continued, you can make a representation. For your representation to be fully considered you must make it in writing and you will need to:

• explain the reasons, 
• ensure it is received during the 6-month consultation period and no later than 31 January 2027.

The following proposed ETRO restrictions will be implemented on a trial basis for a period of six months:   

• Prohibition of Vehicles and Prohibition of Loading and Unloading on Terminus Road, between Seaside Road and Burlington Road between the hours of 10:aam and 06:00am. Removeable bollards will be in place to support these arrangements.  

• Introduction of road signs to the Terminus Road entrance from Seaside Road.  

After the closing date of 31 January 2027, we will assess all responses.

All representations received, either in support of or objecting to the experimental restrictions being continued will be carefully considered. If it is considered successful, the County Council would make the ETRO permanent (subject to any objections being received during the initial 6-month consultation period (ending 31 January 2027), or any subsequent 6-month consultation period within a maximum period of 18 months.

If there are any unresolved objections, we will include them in a report to be presented to Planning Committee.

Anyone who makes a representation may speak at the Planning Committee meeting. We will write to you closer to the time to advise of the meeting date and time. The Planning Committee will consider all objections and will then decide whether to consult on an alternative option of timings for the restrictions proposed or to make it permanent.
