A TRO is a legal document that controls traffic flow, parking and speed-limits. TRO's help the Highway Authority to manage the road network for all users, including pedestrians, and can improve road safety and access to facilities. 

This TRO consultation page concerns the proposed amendments to road layout on Havelock Road and Harold Place (TRO/546A). To view and provide feedback on other TRO proposals, please see the links below:

Background

East Sussex County Council is working with Hastings Borough Council to deliver the Hastings Green Connections project in Hastings Town Centre. The project will create safer, more vibrant and inclusive public spaces while encouraging walking and cycling.

Using a collaborative, landscape-led approach, the councils together with the Hastings Garden Town team have engaged residents, businesses and community organisations through consultation events and ongoing engagement, helping shape the design.

Design consultants Arup were appointed in 2023 to develop the scheme designs, which includes greener connections for walking and cycling routes and improvements to public spaces across the town centre.

Hastings Green Connections proposals

The scheme proposes to introduce carefully considered improvements that balance movement with high-quality placemaking, creating a safer and more welcoming town centre. The changes aim to:

• Improve resilience to current and future environmental challenges through flood mitigation, greening and innovative horticultural design.
• Update pavements and wayfinding and introducing segregated cycle infrastructure to create a welcoming and accessible town centre.
• Upgrade the public realm with pocket parks, public art and improved materials throughout, enhancing the overall experience for residents and visitors, increasing dwell time, visitor numbers and attracting new investment.
• Enhancing local identity with a design that reflects Hastings unique character, celebrating the town’s heritage and reinforcing a clear and confident identity for the future.

TRO Proposals

The Traffic Regulation Order proposes to support the delivery of the scheme by revising the restrictions on the roads within the scheme’s boundary.

The Traffic Regulation Order is being implemented for the following reasons;

• To facilitate the safe passage of all road users.
• To preserve or improve the amenities of the area through which the roads run.
• To support the safe integration of the wider Hastings Green Connections project with the local highway network.

The proposed Traffic Regulation Order will be subject to consultation with local residents, Hastings Borough Council, the local County Council member and statutory bodies including the Police.

The changes proposed are: 

1. Amendments to double yellow line restrictions, bus stop clearway, taxi rank, and introduction of loading bays – Havelock Road
2. Amendments to double yellow line restrictions, bus stop clearway, and loading bay - Harold Place (south)
3. Amendments to double yellow line restrictions, and parking - Harold Place (east)
