Memorial Roundabout, Eastbourne – Traffic Regulation Order Pre-consultation

Overview

Memorial Roundabout, Eastbourne - Traffic Regulation Order Pre-consultation.

As part of the development of the Memorial Roundabout scheme an initial consultation was held in November 2022 on proposals to improve pedestrian safety, accessibility and movement within Eastbourne town centre. The scheme includes changes to kerb lines, new zebra crossings and other highway improvements designed to provide greater pedestrian priority, improve crossing opportunities and help reduce vehicle speeds around the roundabout.

Following the earlier consultation, the scheme has been on pause and East Sussex County Council would now like to undertake an Informal Traffic Regulation Order (TRO) consultation to update stakeholders on the proposed improvements to Memorial Roundabout in Eastbourne, and ensure you have the opportunity to have your say prior to the formal TRO advertisement process.

A TRO is a legal document that controls traffic flow, parking and speed-limits. TRO's help the Highway Authority to manage the road network for all users, including pedestrians, and can improve road safety and access to facilities.

Background

The Memorial Roundabout improvements in Eastbourne are a part of the wider Eastbourne Town Centre Movement and Access Package measures that the County Council initially consulted upon in November 2022.

Approval to progress the Memorial Roundabout elements of the package to detailed design, and to explore funding opportunities to support the construction of the scheme was given by the County Council's Lead Member for Transport and Environment in September 2023.

The scheme will be funded by Active Travel England.

Memorial Roundabout improvement proposals

East Sussex County Council are proposing a range of improvements at Memorial Roundabout to create a safer, more accessible and more welcoming environment for people walking, cycling and travelling through the area. The scheme focuses on improving pedestrian priority by introducing new zebra crossings on each arm of the roundabout, increasing footway space, and implementing traffic-calming measures to help reduce vehicle speeds. Please note that the pedestrian crossings do not form part of the Traffic Regulation Order.

The proposed improvements are intended to make it easier and safer to cross the roads surrounding the roundabout, improve accessibility for all users, and create a more attractive gateway to the town centre. Reduced traffic speeds will also help improve conditions for cyclists navigating the roundabout.

Proposal plans

Proposed TRO changes

  • Introduce a 20mph speed limit on the approaches to Memorial Roundabout, replacing the existing 30mph speed limit.
  • Introduce new double yellow line restrictions around the roundabout to improve visibility, reduce obstructive parking and enhance road safety.
  • Update road markings, traffic signs and associated traffic restrictions where required to support the new layout. This may include changes to speed limits, waiting restrictions, parking bays and loading bays to improve safety, visibility and traffic flow around the roundabout.
  • Please note that the vast majority of existing parking, loading, taxi rank, disabled bay and bus stop provisions will be retained, with amendments only where necessary to accommodate the proposed scheme.

Proposed TRO changes to each arm:

South Street

  • Introduction of a new parallel pedestrian crossing on the approach to the roundabout. Parallel pedestrian and cycle crossings will replace the existing signal-controlled crossings. These crossings allow pedestrians and cyclists to cross side-by-side, with drivers required to give way to crossing users. This provides a safer and more convenient crossing facility for people walking, wheeling and cycling (This is not part of the Traffic Regulation Order).
  • New sections of ‘No Waiting’ at any time restriction introduced near the roundabout and proposed crossing to improve visibility and safety.
  • Speed limit reduced from 30mph to 20mph on the approach to Memorial Roundabout.

Cornfield Road

  • Existing signal-controlled crossing replaced with a parallel pedestrian crossing (This is not part of the traffic regulation order).
  • New ‘No Waiting’ and ‘No Loading at Any Time’ restrictions introduced around the crossing and roundabout entry to improve visibility and pedestrian safety.
  • Existing Pay & Display / Permit Holder parking bay shortened by approximately 5 metres. This equates to the loss of approximately one parking space to accommodate the new crossing and associated visibility requirements.
  • Approximately 0.9 metres of the existing bus stand will be replaced with ‘No Waiting’ and ‘No Loading at Any Time’ restrictions to improve visibility and safety around the proposed crossing and roundabout approach. This is a minor reduction and does not result in the loss of a full bus stopping space.
  • Speed limit reduced from 30mph to 20mph.

Trinity Trees

  • New parallel pedestrian crossing introduced (This is not part of the Traffic Regulation Order).
  • New ‘No Waiting’ and ‘No Loading at Any Time’ restrictions introduced around the crossing and roundabout entry to improve visibility and road safety.
  • Existing Pay & Display / Permit Holder parking bays nearest the roundabout removed and shortened by approximately 9.6 metres. This equates to the loss of approximately two parking spaces. The reduction is required to provide sufficient space for the new crossing and to maintain appropriate visibility for pedestrians and drivers
  • Speed limit reduced from 30mph to 20mph on the approach to Memorial Roundabout.
