Bexhill Cycle Route Cycle Track Orders
Overview
East Sussex County Council is working in partnership with the council’s highway contractor, Balfour Beatty Living Places to deliver a preferred cycle route, and associated infrastructure improvements, between Wrestwood Road (Worsham) and Richmond Avenue (Collington) in Bexhill, connecting to the existing National Cycle Network Route 2 along the seafront. We want to hear your views on the proposals below along the route, especially if you live in the area.
This route aims to:
- Promote Active Travel: Encourage communities to adopt sustainable and active travel modes, enhancing both physical and mental wellbeing.
- Address Climate Change: With transportation contributing to a third of carbon dioxide emissions and the Government's goal of achieving net-zero emissions by 2050, local walking and cycling routes will be pivotal in reaching these targets.
- Improve Air Quality: East Sussex’s Local Cycling and Walking Infrastructure Plan will complement existing public health initiatives, aiming to enhance the cycling and walking environment and make it easier for people to use active travel for everyday trips and to access green spaces.
- Enhance Safety: A common barrier to cycling is a lack of confidence. By developing off-street routes, we can help build cycling confidence while also improving cycle accessibility.
The proposed route mainly consists of on-road facilities for cyclists travelling in both directions. However, parts of the route consists of footpaths, which legally are different to footways and carriageways and must follow separate regulation and legislation when converting to shared-use cycle track. If converted, the proposed works will include widening the footpaths to facilitate shared use safely.

Arthur Road to Down Road, Bexhill, including:

- Footpath Bexhill 140 from its junction with Arthur Road (adjacent to Bexhill Amateur Athletics Sports Centre) to Footpath Bexhill 116, a distance of 11 metres.
- Footpath Bexhill 116B from its junction with Footpath Bexhill 140 to its junction with Footpath Bexhill 141, a distance of 36 metres.
- Footpath Bexhill 141 from its junction with Footpath Bexhill 116B to its junction with Little Common Road, a distance of 29 metres.
- Footpath Bexhill 142, from its junction with Little Common Road (adjacent to Bexhill Amateur Athletics Sports Centre) to its junction with Down Road (adjacent to King Offa Academy), a distance of 70.5 metres.
Combe Valley Way Underpass, Bexhill:

Footpath Bexhill 17 from its junction with London Road, westwards to the eastern boundary of The Workplace School, a distance of 39 metres.
Barrack Road to Hillside Road, Bexhill:

Silvester Road to Holliers Hill, Bexhill, including:

- Footpath Bexhill 130 From its junction with Silvester Road eastwards to its junction with Footpath Bexhill 38B.
- Footpath Bexhill 38B From its junction with Footpath Bexhill 130 north eastwards to its junction with Holliers Hill.
Wrestwood Road, Bexhill:

The consultation for the footpath proposals opens on Friday 19th September 2025 and closes at 11.59pm on Thursday 16th October 2025.

Alongside advertising the Cycle Track Orders, ESCC are proposing to convert lengths of existing footway into unsegregated and shared cycleway/footway. As outlined above, footways and carriageways are legally different to footpaths and must follow separate regulation and legislation when converting to shared cycleway/footway.
These footways are:
A259 Little Common Road, Bexhill (Southern Side) – from a point 40 metres east of the eastern building boundary of the Bexhill Amateur Athletics Sports Centre, eastwards, for a distance of approximately 20 metres.
Arthur Road, Bexhill (Northern Side) – opposite to No.3B Arthur Road, for a distance of approximately 10 metres.
Down Road, Bexhill (Northern Side) – along the southern boundary of King Offa Primary School, a distance of approximately 65 metres. Then continues into the access road that runs between Down Road and Footpath 17, for a distance of approximately 13 metres on the western side and 9 metres on the eastern side.
London Road, Bexhill (Western Side) – from its junction with Hillside Road southwards to a point joining the subway under the link road, a distance of approximately 93 metres.
London Road, Bexhill (Western Side) - opposite Hillside Road, for a distance of approximately 20 metres.
London Road, Bexhill (Eastern Side) - from its junction with Hillside Road northwards and southwards, for a distance of approximately 8 metres in both directions.
Hillside Road, Bexhill (both sides) - from its junction with London Road, for a distance of approximately 10 metres in an easterly direction.
Hillside Road, Bexhill (Southern Side) – outside No.28 Hillside Road, a distance of approximately 10 metres.
Barrack Road, Bexhill (Western Side) – Between Chapel Cottage and No.5 Barrack Road, a distance of approximately 50 metres.
Silvester Road, Bexhill (Eastern Side) – from a point 1 metre south of the boundary of Nos.40/42 Silverster Road northwards, for a distance of approximately 10 metres.
Holliers Hill, Bexhill (Western Side) - from the vehicular access of No.2 Crowmere Cottages northwards to a point opposite to the northern boundary of Marston, a distance of approximately 43 metres.
Holliers Hill, Bexhill (Eastern Side) – from its junction with Chantry Avenue southwards to a point 5 metres south of the southern boundary of Marston, a distance of approximately 73 metres.
Chantry Avenue, Bexhill (Southern Side) – from its junction with Holliers Hill eastwards to the western boundary of No.2 Chantry Avenue, a distance of approximately 20 metres.
The Glades, Bexhill (South-eastern Side) - along the northern boundary of No.52 and No.50 The Glades, a distance of approximately 55 metres, ending at the north-western edge of the path adjoining No.54 The Glades.
