Eastbourne Phase 2a formal Traffic Regulation Order advertisement
Overview
This is a readvertisement. Any objections already received through the first advertisement which took place from 8 July 2022-29 July 2022 will be carried forward. Only one objection can count per objector.
East Sussex County Council and Eastbourne Borough Council are working together to enhance and promote the vitality of the Town Centre.
The changes aim to enhance accessibility for pedestrians. This will be a continuation of Phase 1 of the scheme (between the railway station and Bankers Corner) that has already been delivered.
Phase 2b which includes pedestrianising Terminus Road from Seaside Road to Grand Parade is ongoing and the works are due to be completed by December 2025.
Between Bankers’ Corner, Bolton Road and Langney Road, Terminus Road will be pedestrianised and the public realm improved to create an attractive and contemporary space for everyone to enjoy the Town Centre.
People walking between the railway station and the seafront will have priority.
The proposed scheme includes improvements to the public realm. This will use:
- new surface materials
- more trees and planters
- new seating and cycle parking
- bollards (removeable).
The changes aim to increase visitor numbers, help local businesses and improve the public space in Terminus Road. This would enable a safer, healthier, and more vibrant town centre. People will be able to live, visit, shop, use services and spend their leisure time. It also helps to reduce carbon emissions and improve air quality.

A Traffic Regulation Order (TRO) is a legal document that controls traffic flow, parking and speed-limits. TRO's manage the road network for all users, including pedestrians.
This TRO will cover the following areas:

Terminus Road (Cornfield Road to Langney Road) pedestrianisation and Public Realm Improvement

Langney Road (Terminus Road to A259, Susans Road) permitted traffic movements

Bolton Road permitted traffic movements
The TRO would allow pedestrianisation of Terminus Road between Cornfield Road (Bankers Corner) and Langney Road. It would also allow changes to permitted traffic flows along both Langney Road and Bolton Road. There would be re-allocation of parking along parts of Lismore Road and Tideswell Road.
